Brief History of the Commission
South West State Civil Service Commission is Independence Commission established in 2015 by PRESIDENTIAL DECREE NO. 46/2015, that degree allowed to establish a legal and administrative framework for an effective and impartial Civil Service for the Interim South West Administration, based on the principles of merit and equality of opportunity.
The Civil Service Commission composed of one Commissioner and two deputy Commissioners and secretariat team selected based on a transparent competitive selection process.
Feb 2018 the Civil Commission Degree has been submitted to South West State Parliament for approval and passed and becomes Civil Service Commission Act which makes provision for the appointment, conditions of employment, constitution, powers, procedures and functions of the Civil Service Commission in accordance with Article 58 (The Public Services Commission) and Article 3 (General Principles) of the Provisional Constitution of the South West State of Somalia.

The Civil Service is governed by the principles of compassion, transparency, community service, respect for administrative hierarchy, obedience, confidentiality, work ethics, efficiency, effectiveness, professionalism, fairness, equality and best practices
Our Mandate
The Civil Service Commission (CSC), of the southwest state of Somalia is mandated agency to undertake Formulating policies, rules and guidelines required to implement the Civil Service Act and ensuring their application, and coordination of merit based recruitment, promotion, and transfer of Civil Servants. Keeping records of all personnel and their positions employed by the State. In addition, the Commission deals with discipline and Misconduct of Civil Servants and complaints from Civil Servants.
